Claude Guillemain is an international expert in rural finance and microfinance, breton national, french citizen, 71 years old. Former Vice-President of the french commercial bank Caisse Nationale de Crédit Agricole, independent expert since 1988, with over 40 years'experience in agricultural banking, microfinance  and finance.

He has considerable experience in Africa, working as team leader and project manager for the EC in the region. He focused his work around micro and rural finance, small and medium enterprise development (SME) and institutional building. This knowledge has been deepened through experiences such as Senior Advisor to the Malawian Ministry of Agriculture and Irrigation, and providing policy and strategy guidance as part of an EC funded agricultural policy development project. He led a major strategy study for the agricultural insurance sector in Romania, and co-ordinated a Rural Credit Guarantee Fund over three years in Lithuania. In Togo, he conducted a feasibility study for developing a mutual credit scheme. He has a strong experience in community mobilisation, having advised on a rural dairy sector credit programme in Uganda, which involved reinforcing the political and economic roles of farmers organisations and encouraging consultation between different actors of the agricultural sector. He advised the FDES (Social and Economic Development Fund) in Guinea.

He is chairman of the off-shore consulting team Réseau des Bretons de l'Etranger RBE (Breton Worldwide Network)
